District 37 Off-Road Committee Meeting for October 1, 2009
I Meeting called to order by Jerry Grabow, President A. Additions to Agenda a. Lower Entry Fees b. 100?s Rider Exceptions c. Hilltoppers date approval II Attendance and minutes taken by Jannean Sapp, District 37 Secretary III Review and Approval of Minutes A. Approved as is.
IV. Old Business A. Ecologic & Lobbyist a. Ecologic i. Wilderness bill not yet submitted. ii. Jerry Grabow and Karl Smith are going to Washington DC October 25-28. A motion was proposed by Skip Earwood and seconded by Robert Kocke that read as follows: ?President and off-road legislative officer, (3 days- October 25-28) to Washington to represent D-37.? 1. Motion passes unanimously. b. Wemo Ruling i. Attorney Hubbard did not elaborate on it other than since 2000 the OHV had won against the CBD. ii. More information to follow. c. Attorney Hubbard will be attending the December 2009 off-road meeting. B. National H&H Series a. Jerry reported to the off-road body and update about the promotion of the National H&H series. i. There is an operation partnership with the clubs and the H&H promoters. ii. Operations manual is 90% complete. iii. Chris Blais is currently working on sponsorships. iv. All the NHHA meetings are open to all. If interested in attending, contact Ryan Sanders. v. Tentatively 10 events are planned for 2010 C. Rabbit Springs Road a. It was requested that we be mindful of our speeds down Rabbit Springs Road.
VI New Business A. 2010 elected officers are as follows: a. GP youth: Kelly Phelan b. GP Vet (and others): Greg Seda c. Enduro: Joe Bianchi d. Desert (high age classes): Keith DeJongh e. Desert Senior: Dan Barnett f. Desert Vet, Woman, Quad: Jannean Sapp g. Desert Open, LWT1, Mini, Hack: Craig Owen h. GP (a ton of classes): Heather Gongora i. Treasurer: Sandy Howell j. It was requested by the RHR committee that the clubs encourage their members to help volunteer to help them out for the RHR race. C. Race Fees - Memberships a. A motion was presented by Bill Howell and seconded by Skip Earwood that read as follows: ?Lower License fees to $20.00 for 2009 or $30.00 for 2010 license beginning at 4 aces Enduro November 15th? i. A vote was taken and the motion passes unanimously. D. 100?s Race Exception a. A motion was presented by Ryan Sanders and seconded by Chris Asquith that read as follows: ?The 100?s would like to request for our riders, John Williams, John Kearney, Matt Kearney, and Levi Jones to race the 100?s National for national points only? i. A vote was taken and the motion passes unanimously. E. Hilltoppers Date a. A motion was presented by Dave Oakleaf and seconded by Jim Geddes that read as follows: ?An exception to the standing rule to allow the Hilltoppers the option of having their GP in 2010 on Easter Weekend or two weeks later on April 18th.? i. A vote was taken, 39 ?yes? votes and 2 ?no? votes. ii. The motion passes VII. Reports A. Congress: Jim Geddes, Dave Oakleaf, & Bill Howell a. Check out the AMA magazine article about up and coming articles about requirements for off-road riding. b. Bill requested suggestions from the body on how to get passed through the AMA ?family AMA memberships?. c. There will be rule changes where the Desert Scramble rules will be the same as the Hare Scramble rules. B. VP: Skip Earwood a. Still have race packets available. b. AMA representatives can now vote online and at the meeting. c. Next month (Nov.) is the AMA annual risk management meeting with Humboldt. d. Starting in 2010, the AMA risk management will be done online and not in person. C. DLO: Karl Smith a. Meeting in Tejon Ranch about impact of proposed housing tract. b. Barstow BLM ? Dumont Dunes group meeting in an effort to keep it open due to complaints by Rail Road complaining that OHV dust is ruining the tracks. c. Angeles National Forest is opening up some new trails. d. Karl requested that more motorcycle enthusiasts attend the Inyo National Forest meetings so as to show a better representation there. e. In talks with Cal-trans about designated crossing for OHV vehicles on 395. f. Ridgecrest travel management program allows access to areas in the forest and wilderness areas. g. Took a tour of the Arrowhead OHV national forest trails. D. Referee: Richie Wohlers a. Richie announced that Ryan Wilson was elected to be D37 Referee for 2010. b. It was agreed and approved to vote in the points schedule for National H&H?s as submitted. E. BOD: Jim Geddes a. BOD meeting next Tuesday, October 6th in Brea. F. BLM: Al Guzman a.
