District 37 Off-Road Committee
Meeting for August 2, 2007

I   Meeting called to order by Jim Geddes, President

II   Attendance and minutes taken by Sheri Kibbe, District 37 Secretary
   
III   Opening Comments
A.   Thanks to Dick and Shirley Christensen, Bill and Sandy Howell, David Graham and others for attending Cal Pal Days.

IV   New Business
A.   Sand and Sport Show in September at the Costa Mesa Fair grounds. We work a booth with Dual Sport. We are looking for people to help out that weekend. Would like to get a banner made. The cost would be $2600. Dual Sport would pay 25%. Motion made by Jerry Grabow to purchase the banner at 75% of the cost. Second by Jeanette Player. Motion passed.
B.   Proposal to increase race fees: Steve Freeman discusses how all costs have gone up to put on a race. Motion to increase fees by $3 per rider per entry for desert events and Enduros. This will not include GP?s. Second by Jay Wickers. The last increase was seven years ago and it was $5 per rider. This will be the first reading to change standing rule section 2 a., b., c., and d. to raise fees by $3 across the board.
C.   Zero numbers are no longer being given out. The reasoning for this is:
1. trying to do more electronic scoring and zeros are not recognized by the program
2. scoring is more difficult for the person writing numbers.
3. zero takes away from the #1 number.

V   Old Business
A.   We were having problems with the radios. We took them to PCI for a check up and all the radios are working, but we need batteries, which are about $40 each. Clubs are not giving Al the $50 for radio maintenance. Its important to get this done. Suggestion was made to have clubs bring a separate check for $50 for radios when they are paying for their sanctioning fees.
B.   Vendor release forms were reviewed and will be taken to the AMA for their opinion. Suggestion to put a sentence on fliers that all vendors need to sign the release forms at sign-ups. Another suggestion was made to turn in the other vendors to BLM with a phone number and web address who suddenly show up after the event on the message board.

VI   Reports
A.   Treasurer:  Balance is $257,274.51 total liabilities and equity.  RHR golf tournament had 102 players and made $4666.07.
B.   Congress: Please submit rule changes to Dave Oakleaf or Bill Howell by August 1st. We will keep asking for a discount for families if they don?t get the magazine. Reduce membership by $10 for minors under 12 if no magazine. Anyone entering a National can not enter at a level higher than a C rider unless they have proof they are a skilled rider.
C.   VP:  Eco-Logic report: Coyote Canyon filing briefs should settle by October. Truck Haven environmental impact; CBD wanted area closed and the court said no. We are working on an Eco-Logic web site. We will be able to raise money and do our own land studies. For D-37, we are looking into investing and raising money. We can do it even though we are a non profit. Will discuss more next month.
D.   BLM: none
E.   Referee:  Risk Management meeting for all events through January. 8pm
F.   BOD: none
G.   DLO: Had a meeting with BLM in Moreno Valley. They thanked D-37 for leaving the desert cleaner then when they show up. SB742 goes to committee the 20th of this month. Two commissioners appointed Ed Waldheim (not just one of them). Green sticker fees may go up to $87 every other year. Everything is still in negations and we are strongly fighting this trying to get it down to $50. Dumont and El Mirage are charging $15/day or $30/week or $90/year per vehicle. This may end up going to other places as well. They are going to come down harder on pocket bikes. May change law to state 18 years or older to ride quads.

L.   Newsletter: The cost of postage went up. We discussed having the newsletter e-mailed instead of snail mailed. The issue is the fliers; don?t know if rider will download the fliers. Discussed saving $1 on yearly fee?s if they get the newsletter and fliers online. Raise membership fees by $2 or $3 to cover the cost of the newsletter. Will talk to clubs and discuss next month.
