District 37 Off-Road Committee Meeting May 5, 2011
1. Meeting called to order by Jerry Grabow, President.
2. Attendance and minutes taken by Janine Kohls, Secretary.
3. Minutes of April 7, 2011 meeting reviewed and approved as presented.
4. Reports: a. Referee, Ryan Wilson. Competition Committee Meeting April 14, 2011:
SoCal MC: SoCal was called to the Competition Committee to discuss distribution of their ?SoCal Showdown? flyer before it had been reviewed and approved by the Comp Committee. In lieu of a financial or other penalty, the Committee determined that SoCal must revise and re-print the flyer to comply with D37 rules prior to distribution in the Off-Road newsletter.
(ii) Flyer Reviewed: SoCal GP-Style Desert Race and Classic Desert Scramble.
(iii) European Scrambles Rule Change in 2012: Article VII, Section 5 ?European Scrambles? of the Standing Rules will be revised to allow certain classes to receive a finish for completing one lap rather than being required to complete 50% of the class leader?s distance. The new paragraph will read: "Exceptions to this rule are all Beginners, Masters, Legends, Novice Minis, Novice Women and Novice Magnums. Exception classes only need to take the checkered flag.?
(iv) Sr. Women?s Class. There was a discussion about lack of participation in the Sr. Women?s class. This discussion will be revisited at the May meeting.
b. Treasurer, Sandy Howell. Total D37 liabilities and equity: $179,225.40.
c. Congress, Bill Howell, Jim Geddes, Dave Oakleaf: nothing to report.
d. Board of Directors, Jim Geddes: The AMA Board of Directors did not meet in April. The next meeting will be May 10, 2011.
e. Vice President, Skip Earwood: Skip discussed a recent meeting he and other OHV leaders had with Col. MacArthur at the 29 Palms Marine Base. The meeting focused on the proposed expansion into Johnson Valley and the 6 alternatives presented by the Marines.
f. DLO, Karl Smith: (i) Jerry Grabow announced that Karl is taking a leave of absence. After discussion and without objection from the Off-Road Committee, Donn Nay (Viewfinders) was appointed as interim DLO.
(ii) Johnson Valley/NEPA Process. Donn attended a workshop regarding criteria for writing effective comment letters. The NEPA process requires the military to address ?substantive? comments from the public, so it is imperative that the letters we write meet those criteria. Donn?s notes and the comment letter criteria from the workshop are posted on the D37 website. Jerry requested a copy of the comment letter criteria be distributed to all club reps for distribution to all club members. Donn also noted that the deadline for submitting written comments on the NEPA process is May 26, 2011.
g. Rider Reps: Heather Jewell, clubs with races in April and May should bring sound cards to the June Off-Road meeting; Ryan Kudla, nothing to report; Ken Maw, nothing to report; Alex Grabow, looking for volunteers to assist with the D37 booth at the Sand Sports Show at the Orange County Fairgrounds in September.
h. Off-Road Media Relations, Ryan Sanders: Absent.
i. Rule Book, Richie Wohlers: Absent.
j. Big Six, Dave Oakleaf: Ridership in 2011 is down about 10-15%.
k. Newsletter, Darren Moen: Absent.
l. Website, Jeff Owen: Absent.
m. BLM/Race Radios, Al Guzman: Absent.
5. Old Business, Jerry Grabow.
a. Ecologic: Settlement hearing in the Truckhaven lawsuit set for May 17, 2011.
b. Active Duty Military: Second reading of the motion to add a rule to the Standing Rules to provide active duty military personnel with one D37 competition license per year at no charge.
c. MOU Task Force: The Task Force will be meeting to discuss items and provisions that D37 would like to see in a MOU.
6. New Business, Jerry Grabow.
a. DLO: See paragraph 4(f) above.
b. Raffle Bike: Jerry discussed purchasing a 2011 KTM 530 EXC from 3 Bros. to raffle for the benefit of the Legal Defense Fund. Jerry proposed selling 850 tickets at $20/each with the drawing to be held in September or October 2011, after all tickets have been sold. Skip Earwood made a motion to approve Jerry?s proposal as presented. Motion seconded by Bill Richardson. Motion passed.
c. 100?s MC Night Race Fee Increase: Bill Richardson made a motion to allow 100?s MC to increase the entry fee for their upcoming night race to $75 for iron man and $95 for teams. Motion seconded by Ed Moore. Motion passed.
d. Lobby Days: Dick Christensen described his experience at this year?s Lobby Days in Sacramento and shared certain facts he learned while there.
e. H.R. 1581: Dick Christensen mentioned the recent announcement regarding H.R. 1581, the Wilderness and Roadless Area Release Act of 2011, introduced by U.S. Rep. Kevin McCarthy (R-Calif.), which would free up almost 43 million acres of public land that now may be off-limits to off-highway riding.
f. New Race Promoter: Dave Oakleaf announced that Vinnie Manzak (My Cuz Vinnie Promotions) may be interested in becoming a ?for profit? AMA chartered race promoter to hold D37 points paying events. After discussion, the Committee asked that Vinnie attend an Off-Road meeting to present his plan and to answer questions.
7. Race Reviews: Rovers, Vikings, Shamrocks.
